A majority may wield the greater might
Yet numbers do not make its judgment just
A smaller band may trouble common right
And turn the public trust to ash and dust
Let varied interests stretch across the land
So none can quickly gather into force
Let representation refine the plan
And check the rush by measured, lawful course
Preserve the quarrel; curb the coercive art
Let durable rules grant every side its part
